Those applying for guarantee letters for New Zealand-bound Filipino nurses who will undergo the Competency Assessment Programme (CAP) must comply with the following additional requirements:

• Publication of process flow of CAP recruitment procedures;
• Commitment not to entice CAP clients by promoting the programme as pathway to New Zealand citizenship;
• Publication of all CAP costs, including incidental expenses; and
• Indicate their present Immigration/Education Advisers and give the option not to use these agents.
